Strategem targeting friendly zone

I want to use a stratagem targeting a friendly zone, but cannot figure out the mechanics of how to do it.
I have selected the hex and the tab for the zone. And I have tried to go through the governor. Either way, I see a message target zone no zone selected.
How do you do this? Thanks!

Right. The easiest way is to do it from the stratagem screen. Select the stratagem you wish to play, select the target tab at the top of the stratagem screen and then either select the target zone on the displayed map in the centre or from the picking list to the left-hand side. The stratagem will automatically be targeting the last selected zone so most of the time you will not need to manually target like this inside the stratagem screen.
You can also play stratagems directly on a zone by selecting the zone and going over to the zone tab, then select city level and look to the left-hand side. Selecting any stat brings up a further breakdown box on the left-hand side and the city level breakdown serves as a general breakdown of zone population and the threshold for expanding the city. You will see a portrait of your governor, beside it his name, suitability etc. Below his name and to the right of the portrait, you will see two buttons 'Call' and 'Strat'. Call allows you to call the governor, which you primarily do to adjust zone orders though you may also be able to interact with some events here if you previously postponed a decision or left something alone. Strat, short for stratagem, allows you to play a stratagem directly on to the zone. Click it and you will open the stratagems screen in the zone stratagems tab. Just select the stratagem and hit play.
