Move Cost: Oil - How is it calculated?

Hi everyone,
How is Move Cost: Oil (in design log) calculated?
This is driving me wild. Whenever I think I figured it out, a newly designed Model proves me wrong.
I can't figure it out. It's super important for designing new models that fit your fuel budget.
Has anyone figured out the formula? No luck searching the manual.
