Stop Militia Producing Obsolete Models

I have no issue with Militia independence. I also have no issue with Militia using obsolete models or taking them from available stocks.

My issue is that, as of now, the militia produces obsolete designs.

If a model was designated as no longer mission capable, the militia would not spend resources to make it from scratch.

The militia have their own equipment factories and policies. They only get access to your regular technology after a substantial delay.

"Major Regime Militia will be able to produce (licensing and second-hand sales) their own versions of Models older than 5 Earth Years (30 Rounds) of the Regular Military. The Militias always tend to stay with the lower versions of Regular equipment... Any Protectorates or Vassals you have do also gain access to these older Models due to this rule"
5.10.1.3. Militia

They are not mixed up with your line infantery at all, partly because they are obsoleted - but mostly because they are militia units.
Even that crrapy Turn 1, TL3 start Soldier beats the original Militia soldier easily in every stat. 4.2.3. makes a whole thing with screenshoots out of that.
So I am happy about every upgrade! The are only 30 turns behind the curve!

Then I would like the ability to delete prototypes. Models that were designed, but never implemented. I assumed using obsolete would make these models go away, but it doesn't.

You can't delete a model outright.

I'm still meh, on the militia producing flintlocks.

Again, even the worst thing ever designed before gamestart, will still beat the Militia equipment trivially.
Why would you not want them to produce better gear?

Once that next design that you kept and evolved comes into 30-turn range, they will swap to that one from then on. But until then, everything that is old is a upgrade for the militia. Everything.

The OP was militia produce obsolete gear. That is bad.

Yes, having the militia upgrade only to old models that were actually produced is an even stronger case.
There's a reason why that prototype was deemed insufficient and ditched.

(It would be interesting if some mechanics were implemented to lessen the delay before militia can update to better older models from the regular forces. Such as when maintaining good Militancy and regime profile Militia score, or why not via a Stratagem burning Fate Points.
The idea being the regime supports the militia by giving them blueprints or old machine tools from the production lines of obsolete models.

But that would more an idea for a DLC or a luxury improvement in my opinion.)

To give you some figures, for a large moon start (Environmental Suits required):

Start Militia:
74 HP
15/30 Soft
5/15 Hard
0.2/0.1 Ammo

Turn 1, TL 4 Soldier:
91 HP
32/63 Soft
16/32 Hard
0.3/0.1 Ammo

As I had just learned about Strucutural Design and that one had 87, I instantly did a new design line:

Soldier-at-Arms:
135 HP
40/79 Soft
20/40 Hard
0.3/0.1 Ammo

The Soldiers will be obsolted the second I no longer have any in my units.
Even if it is worse then the Soldier-at-Arms I, the Soldier I is still a unquestionable upgrade over what they would build otherwise.
And 3-ish turns later, they get access to Soldier-at-Arms anyway. Any soldier they build in hte meantime? Still better then building the equivalent Militia Model!

I re-read. And it still makes no sense.

Do you feel it is unrealistic for someone to follow a 5 year old plan, for something that went all the way to production readiness?

What if it still produced at that moment? Do the people in the Factories suddenly forget how to read the plan once the 5th year passes?
