Militancy Score Modifiers missing

According to the handbook, Militancy should have a number of modifiers that are missing in the actuall game.

The "Militia Profile > 50" is not adding a +1 at 70%, meaning that Militancy can never go back up.

It is possible that the "Militia Project" cards result is also not working properly (only done 1 game with high enough Fist to get it).

The militia project works, it just doesn't appear in the list. If you have some regular military unit, militancy goes down fast. Even level 3 militia project can't stop the decline.

-5 for Regular Units
+5 for high Loyalty

I am already drawing even casually, as long as I do not inflate Civilisation score.
What I need is that small boost of +1 to +3 to get back up to 100.
