Is there a way to transfer land from one city to another? I made a new city but it didn't take what I thought it. would

There's a tool for this, yes. The quickest shortcut would be to right-click on a hex and look into the menu that pops-up. « Zone Borders » is what you need.
You also can activate it from the right hand dock, third tab Map Order Modes, same name.

It can be a little finicky sometimes but one quickly gets the hang of it.
Basically, you want to activate it in the zone you want to extend, then click on hexes contiguous to the border.
You might fumble a bit at first but it'll get the job done.
