Declare War: Fist increase wrong value (displayed)

IMPORTANT: I am still playing the release version BUT I checked all patch notes and haven't seen this mentioned SO if anyone who's on the latest version can confirm that would be VERY GOOD, thanks 
Fist increase value by declaring war has a wrong value, or a wrong value displayed (meaning: bug or incorrect text).
