According to the manual section 5.8.10.6. « only the Factions that won the elections can make Demands ».

However in my current game, the leader of a new faction, which was formed after the elections and thus has 0% of the votes, just presented a Demand.

I will provide a save file if it is deemed necessary to investigate. (I don't want to fill up VR's inbox if not necessary.)

I also got a Demand for a Faction that is at 33% of the Votes, while already running a demand from the 67% Faction. This is at Turn 16, after teh 1st ingame Vote.

Sorry there. The manual is actually wrong (added this to manual update list).

Factions have less chance to make a Demand if they are a minority. In Parliament 4 times less, in Senate 2 times less and in Politburo no difference.
