Commercial Project Requirements messed up

I got some really wierd issues with the requirements not being met for the "Commercial Project" Strategem:
I can not upgrade the Commercial Asset to 3, in a T2 or T3 city. It says "T3 already around". I got not a single T3 asset in teh city, so I have no idea what he could be mixing that up with.
Meanwhile in a T1 City, I could not only upgrade to T2 but go all the way to T3.
Scenario Version as #21, but played in 1.03

Mmmmhh... the code seems fine, so either you are mistaken or I am missing something... could you please send me a savegame here to
vic@vrdesigns.net ? where this text is returned on trying to play that Stragagem?

There is a graphic cutoff with the building name display. A Level three building will be displayed as a Commercial II. With the point signifying that the name is longer then can be displayed.
If you click on the asset to open it up, does it state II or III?
I know this cause it happened to me too.. the name is just a tat long...

That is actually annoying indeed and might explain this issue as well. Going to adress that "cutting off" issue. It should cut the name and then add the roman numericals.

Or right, it is a Level III after all.
There is still the issue that I can place the T2 and T3 one in a T1 city. Unless StrataGem assets are not supposed to follow the citiy size limit?
