Cant find in manual. What does this do? If your total workers in a zone is 50000 do you want to make the ideal worker total close to that?

i have never changed this setting. For workers i just set hire if needed fire if not

I also keep at "hire and fire".

It does take some time to hire large amounts of workers (like the 5k you need to build and run T1 Agriculture), so having some excess before starting a major projecet could help.
But that seems way more hassle then it is worth.

Ah hah, that's what it is, its a reserve amount of workers. You are right it does take a lot of time to hire and this is kind of a starting boost. I didn't catch that. The tool tip when you hover your cursor over it should state something like that.
