In my game i produced 34BP and got a small bureaucracy bonus of 48 BP.
my first problem with this is, 1)why got i a bonus of 48BP? the manual says at 5.6.2.5 small bonus is +27. 2) does it increase gradually until +100?
3) how do i figure out how big my current bureaucracy actually is?
i produced 34BPbut my High Command Bunker only produces 10, so 4) where are the other 24 are coming from?
i would really appreciate it if all 4 questions could be answered, because iam unable to do so myself and i went through the reports and manual.
thank you!
e: what a perfect timing, right after i made this post i got the demand to increase BP production. but i dont know how to do it other than to upgrade my bunker which is way way wayy out in the future.

You get BP as tax from your population, on top of any bonuses or direct BP production from offices and high command. Depending on how much BP you generate, you get bonuses yes, though I am not sure if they work properly so I cannot answer your second question. It is difficult to track BP production like that.
If you go to your empire dashboard, under reports, you will see how much BP you generated.
4) Population "taxes".

Bureacratic Offices. 1 per city, level is capped to Civilisation level.
Some profiles also give passive bonuses (Democracy and Government, IIRC).
"Bonus points" generalyl provide the square root as the effective bonus. So 25 bonus points are +5.

^ Listen to these guys. Not sure where the plus +100 bit comes from.
I believe up to 100BP can be applied to any given particular sub-task (ie the research task not the council overall performing that task) before a penalty kicks in.
As far as I am aware all BP changes are instantaneous. Production always kicks in the turn after the building is complete to avoid certain perverse scenarios.
Oh you're confused by bonus points. Bonus points are not bonus BP. They are BP bonus points. They are a tool for quantifying a bonus to BP generation that the game could probably hide from players but Vic leaves it in for transparency's sake. BP bonus points are plugged into a square root formula to give extra BPs. Not sure if they are just square-rooted or if they are square-rooted then used to modify BPs. I think the latter because otherwise bonus points would be rubbish late-game. More is better but it's a square root so lots of bonus points still give a smallish effect.

5.6.2.5 in the Handbook.
There is a bonus for "small bureaucracy size":
At 100 BP, it is +100%
At 400 BP, it is +0%
And at 50000 BP it is -80%
Stay under 3k, and you should be efficient enough.

Ohh... cool. I never knew that. Never played a game where I have generated significantly more than 400 BPs. Interesting...

Never had a game go much past turn 50. Having said that, I should have bumped that threshold to 1000. I think my current game, now some unrest has settled etc, is about 700. Once I have got more IP income I'll spike it by building/upgrading offices though I do have a lot of villages so I have to be pretty careful with workers until I get some good colonist production. Lucked into a cloning facility through a fate card in my cap so that should be all good too now. Current game is on about 60.
