Peace Stratagem, Really?

So you're at war with a major power, and can only propose peace if your relation is at least 35? Really? My relations often aren't at 35 even when I'm not at war. How am I supposed to get a peace from the AI?

There are stratagems to raise relations as well. Use them to change to the odds.

Also, the more combat, the lower your relations will fall.

Still makes little sense. Peace should be signed if it's perceived as beneficial, not because you like your enemy. There should either be another value for peace negotiations, or perhaps big losses for the enemy could raise relations.

This is my thought. You can absolutely hate your enemy but be too exhausted to continue, or want peace to take advantage of another opportunity. Rather than basing peace on relations, it could be based on a "peace score" based on politics or whether the country is at war with another country.

Version 1.03 added this stratagem:
-Added the “Ouverture” Diplomatic Stratagem which you can use to increase Relation with power you are at war with. Difficulty is easy when the Regime in question doesn’t like to continue the war.

Thanks. Wanted to finish my current game before installing 1.03. Do you know what determines if the enemy would like to continue the war?

You can also use covert ops to support other factions within major regimes in order to conduct regime changes.

It really is difficult though and using any of the stratagems on them are super difficult. I have difficulty levels of over 200 just so that I can give them some money

Just have a bunch (6) of spies in their regime. You'll get some events that can do it automatically for you at times.
I have had 'we found the leader of x has done y, who shall we give it too' about 6 times now in the same game where I only have spies in 2 major regimes.

You can see the support it gives them for the next election in your spy reports.

My success rate for placing spies is very low, I can't imagine how I'd ever get to 6, unless via a very lucky role for placing a ring.

The main issue is that it doesn't make sense to have to improve relations when you are at war before you can request peace. You should be able to request peace at any time, and that point the request could be evaluated on the basis of a whole series of factors, including relations, losses, other wars, internal political threats, etc.

If your spy success rate is that low then you probably need to fire your intel director. I have a terrifying super-genius running mine and he literally always critical succeeds in spy rolls - he's adding like +180 to the dice roll from his skill and relations.

The same may be true for your foreign relations minister. One with high enough skill can move relations around almost at will.

Tho I do agree - the relations limit for proposal probably shouldn't even exist tbh. Most of the other diplo actions have their difficulty roll modified by relations and attitudes; if they AI should be utterly unwilling to take peace with you, just modify that difficulty roll to make it require a diplomatic genius to pull off a deal.

Yes, that was my thought as well, although his "suitability" was in the high forties, and and didn't have anyone better other than perhaps my director of the Supreme Council, who was making a lot of rolls and had a suitability of 113--she rocked!

So I let him be, and he proceeded to fail or critical fail almost every spy placement roll.
