Buildings production inputs/outpus data mismatch (v1.03)

I'll take Solar Panels as an example:
Level 1: 300 workers to produce 100 energy
Level 2: 700 workers to produce 300 energy
However, if you click the building to see the description and the stats for all of its possible levels, the values shown there are:
Level 1: 200 workers to produce 100 energy
Level 2: 600 workers to produce 300 energy
These description do not match the actual inputs/output, which makes it hard to plan before building. Presumably due to later updates not being reflected (in other buildings as well?).
Edit: Alternatively, it's my misunderstanding - is that the upkeep cost (100 Workers) being always added to the building operations cost?
