Policy Speech goal to conquer a city I have no vision/knowledge of? (1.03)

In a "Policy Speech" (short term priorities) national decision presented to me, one of the goals I can choose is:
"Your goal is the City 'Cambridge' is to be conquered. fist +6"
The issue is that I dont see this city - not by direct sight of my troops, not via spies. It's in FOW on the strategic map as well.

Just kidding around:
A fabled city of untold riches: to strive to conquer such a rumored pearl would be an epic policy platform for sure!

Well, after several more turns - 'Cambridge' is actually a Zone of a minor regime that was adjacent and (barely) visible to me. So - the bug is just misnaming the goal (city instead of zone) in the goal desription.

Aside from cases where there are Cityless Zones (wich you can not "conquer" in any meaningfully testable way), the two are the same.
