Don't know how that could be possible
I did replace him this turn (secretary job, so auto fill)

He rolled a 27 while the minimum roll should have been 42.


EDIT: also fired my interior council director the same turn so the post was vacant and he as secretary took over for that turn.

Should have documented that -25 modifier on skill roll if the secretary takes over for a vacant Post.

On the to-do list now.
