Cant upgrade "Bureaucart Offices" to level 3

I have a Level 4 city, with an already existing Level 2 "Bureaucrat Offices" building. In the construction screen, I have no option to upgrade to Bureaucrat Offices Level 3.
My Civilisation level is 7, and in my capital I have already built a higher level 4 Bureaucrat Offices.
Furthermore, this building does not appear below in the "Currently impossible projects" section which is what I would expect if there was some issue with upgrading it (with an explanation of the reason).
