Text of "CEO asks for Tax Reduction" makes no sense

The current tax rate for a corporation is 20%.
An event (National Decision) called "CEO asks for Tax Reduction" asks for:
"We would be very grateful if you would accept reducing the current rate of 2% with -20%."
* The current rate is not 2%.
* What's the meaning of -20%? 20% to 0% or 20% to 20%*0.8 = 16% ?
I'd suggest something like "reduce the tax rate from X% to Y%".
