Change PP Cost to Decision Instead of Talk

In the current system it costs some number of PP to talk to a Leader.

However, sometimes that is the only way look at available choices [s]and details[/s].

[s]In this example, available OOB information for operationalize is only available to the player with this talk command.[/s] To understand current options, the player must pay PP to view the details.

Recommend changing the PP cost from the "Talk" to when and if a change is executed.

Per this image, in order to discuss OOB Development costs 1PP. [s]However, there is no information about available OOB's to operationalize in the organization's report or elsewhere via the interface.[/s]

This list is not available elsewhere and only available if you talk to the Director of Staff Council.

Recommend the PP cost be added to selecting a new target, instead of simply to reach this dialog.

(also note some minor composition issues with the description text)

After further searches, I was able to find this report for OOBs in Reports > Overview > Formation Types Overview.

Arguably, the potential choices are implied by the state described in this table.

I continue to recommend the PP cost should come at the decision point, not the call.

As an aside, selecting individual unit icons provides very detailed information about TO&E. A very nice report. I'm a fan of the report system in the game.
