Private Farming dome placed outside of city limits

After a way to long waiting time I finally got the Private Economy enough money to build a Farming Dome.

Unforutnately they choose to palce that dome outside the city hex. I had intentionally not build a public one inside, to make sure they could put it in such a "save space".
Now the whole thing (and thus food infrastructure) is unessesarily vulnerable enemy action, compared to a in-city one.
And in city domes are what every city starts with.

Ideally we should have a way to control where the private assest are. But failing that, the placement should at least be consistently prefer the city hex (a player can still intentionally build a farming asset inside or nationalize, to force them out).

It's private asset let them do what they want just build a road to link that to the city.+you can only have 1 agricultural asset in the city hex. so obviously they will try to build another one elsewhere

Sometimes the private economy builds a long road across the zone to their new farm.

Given we can delete roads, I don't mind, but I'm surprised this is the first you have noticed.

They also snatch up resource mines, etc.

I like the idea that it is a living world, we don't own. Even with our powers, we still just live in it. We aren't signing off on every decision.

The resource mine thing? That is a whole topic with me. I do not like that one either!

It this case, the choice made no sense:
It was a dome farm, so where you place it does not improove or degrade performance
The city hex is the bext hex:
- maximizes Environmental protection
- maximizes logistics points from any truck station in the city
- perfect defensible position - literally the last hex in the zone that will fall.
- there was no existing farming asset that could block it
- no cost and no issues for using a road

But instead of going in literally the 1st place I would look,
