Major opponent has +179% SHQ commander

Playing at beginner.
Up against a major that has a SHQ commander that is adding +179% to their combat ratings. [X(]
(My pitiful SHQ is +1%). [:@]
Losses are running about 20:1 against.[:(]
About turn 120, but quitting and starting over...[8|]
@Vic- perhaps this needs a bit of a debuff at beginner level!!! [:D]

I routinely see upwards of 300% from my SHQ/OHQ and enemy SHQ/OHQ commanders. Normal difficulty. Turn 80.
I killed my first SHQ commander for incompetence. Recruited someone from own army with Capacity Class IV using a stratagem.
Example of skills from an experienced OHQ commander:
He is only Capacity Class II.
Kill beasts and low level enemies to bring up your commander's skills.

I beat this enemy commander because I set other conditions in my favor first, despite his ratings.

You get Cap I and Cap II when you use the
Recruit Junior stratagem.
Use
Recruit Merc stratagem and
Recruit Military stratagem. Recruit Military costs relatively few political points, but demonstrated the best results for me. I believe the range of the roll is more than Recruit Merc. Recruit Merc is expensive, but it worth it in the first dozen turns--when you don't have an Interior Council.
As an aside,
Recruit Talent is good for other leaders. However, I use high Charisma military for my Governors.

If militia units are within OHQ range of the SHQ, they do benefit from any OHQ only skills the SHQ commander has. I only noticed that rule recently.
Beyond that and with any other units, all he provides is the SHQ effects (pure High Command Skill). But those he provides globally, AFAIK.
Also keep in mind that this is only a maximum number. There is still a skill roll to be made. And the skill roll(s) can be way short of that 180%.
