With respect to itself, a OHQ shows 100% HQ Power in the selected unit window control, but 0% in the associated report (Organizational Info).

As its HQ Power Range is 0 to itself, I assume the report number should be the same (100%).

Its a reminder the bonus of the OHQ are not applied to itself if it finds itself in combat.
