I have researched Industrial Robotization, but I don't see any way to either build new robotic manned plants or convert existing ones. Am I understanding this tech right or am I just missing a button somewhere?

Doesn't acquiring this tech basically automagically double the IP output of your light and heavy industries? At least that's what the documentation seems to imply.
Did you check in your zone's Items tab or under MNG > Assets > Expand if the IP production has increased yet?
It might need a turn to take effect though, I've yet to reach that point in the research tree.

Robotisation is supposed to double the output of certain buildings.
