Don't think there's anything abusable about this, but for completion's sake.

I use 0 plane airgroups to try to attract enemy bombing. For example if it is a zero fighter airgroup I will stack it with say some recon groups with some damaged aircraft. At best your opponent cannot tell if the damaged aircraft are fighters or recon. Has worked a dream numerous times.

But yes even though I suppose moving nothing does seem like a silly game mechanic.
