Make Postures Skills-Based

I don't like the idea of using Stratagems to implement military postures--I think that these stratagems should be deleted, and implementation of postures should depend on the OHQ commander's skills--more skilled, the greater the effect. I dislike the stratagems because if a commander is good at something, he shouldn't be restricted from doing it because he doesn't have the necessary card.
To boost the effect, you could assign a "staff officer"--similar to an advisor.
And if a commander has poor skills, trying to implement a posture might even backfire by resulting in penalties--if a commander doesn't know what he's doing, but tries to implement "Blitzkrieg", for example, things might not end well...
