Supreme leader Day and some other strategems

It seems to be a horrible deal compared to political support :
The latter gives 50 PP for 1 FP.
Supreme leader day gave me 18 PP for 4 FP.
Granted, you can get more out of it with a higher popularity, but still, it seems really weak, and both cards seem redundant.
Shouldn't one of these give an ongoing bonus (or at least, give a bonus during several turns) to make them different?
The stratagem that gives easier mining level randomly can land on a nearly depleted deposit, which really feels like a waste:
Most of the time, I'd rather have more resources available than a higher mining level anyway.
I think it would work better if it gave a bit of both (or +level if the deposit has plenty of reserves left, and +reserves otherwise).
