Crackdown on crime not killing the correct number of soldiers

Using crackdown on crime, it tell me that 3600 soldiers and 1000 security personnel was used. It then tells me that 3300 troops where killed. Then looking at the troops in the city it seem that only one of the units has lost troop, all 1000, but all the other units are the same as they where before. Version 1.03-beta5.
