"Attract Free Folk" Stratagem not working

The Stratagem "Attract Free Folk" is not working as intended. No people were removed from Free Folk and no people joined my settlement. Game started with the latest v1.03beta5

Cards are part of the savegame, as much as the map. So the version you started that game on really maters[:)]

I think the profiling improvement in beta-5 broke some calculations. Will be working again in upcoming beta-6.
