Spies Overview Not Up to Date

Spies Overview report does not tracking lost spies.
For reference, Game Build v 1.03-beta6; Scenario Build v1.01a - 2nd of June; Last Game Build used 103-beta4; Scenario Version Number #16. I am running a Win 10 Pro 64bit, Intel i7-1065G7, 16GB RAM. It is a Surface Pro 7, connected to 2560x1600 display monitor via USB-C. That's Intel Iris Plus integrated graphics.

Didn't spies used to target zones? Interesting to note, the Spies report tracks zones. However, this event only mentions the regime. Does the event trigger work against a zone or a regime?

As an aside, +4 enforcement? Is that because Spies are anathema to the rule of law followers? Spies are absolutely rule of law. Regimes are sovereign. Only a violation of a treaty would make it an enforcement violation. Perhaps an interesting diplomacy addition--no spies. I've not played pbem, but spies as designed are OP for multiplayer.
