When selecting a hex with a recycling facility that is delegated, and opening the construction screen, the option shown is to construct a new (level 1) recycling facility but no option to upgrade the one already existing on this hex.

(If the building is un-delegated, it can be upgraded normally)

I am going to keep it like this for now.

Also it might be easier to just redraw the Zone Borders.

Delegate is a bit of an improvising thing. I think i might retouch on this system when i come up to navies where they would actually have more of a purpose.
