A just conquered hex - does not allow constructing a road on it this turn. (I'm referring to the hex with the metals on it)
However, it does allow constucting a buidling on it, which will auto-construct a dirt road to the hex, this turn.

Ok... that is indeed inconsistent. Will fix upcoming open beta.
