worker salaries

In the detail report of some of my zones I find an entry: "Paid only 77% of worker salaries. You have broken your salary promise!"
I have enough credits (2000) and checked the Treasury Overview. I paid 0,005Cr (for 10000 Workers) and had given 50Cr, so it should be fine? That's why I don't understand this message. Does anyone knows?
