Other nations leader leading of a party in my regime

So somehow an foreign leader is leading a party in my regime. J. Lambert is part of another major regime. On his profile it even says he is a member of a party that does not exist in my regime and I cannot call or play stratagems on him. Version 1.03-beta7b
