No to both for now.
However both were listed as possible "major expansions" options to vote on, during a recent survey.

Not yet. It is likely to get one or both of those over the course of its lifespan.
I believe naval warfare plus ocean planets won 'preferred expansion direction' in the first advisory poll Vic put up. No guarantee that it will actually be implemented first of course.
Checked. It did at 154 votes for navy to 130 for airforces.
So it'll come but it will take a couple of years.
