How to reduce relation with a minor?

The manual states this: "In general it is a good idea to first reduce the Relation with another Regime before declaring war on it". However, once relation is up, there doesn't seem to be a way to reduce relation with a minor? Or is there? I'm currently surrounded by minors I protect, and I really can't afford to take the repercussion hits to be able to break out. :)

The beta has a number of extra options. Particulary "Annexation" stratagem.
Another way to drop relations is to pick a diplomatic action you know you can only (crit) fail.

Of course attacking at high Relations may be an option - if your goal is a high Fist porfile

In this game, action have consequences.
I know, it's shocking, but that's the way.
Next time, consider first whom you offer your protection to!

Actually I did not arrange any protection agreements, but I had agreed to forgo any hostilities.

So from what you are conveying there is no means to lower relations other than breaking the trust and taking the hapiness penalties.

Protection agreement != No Hostility
No Hostility != Protection agreement

Please be precisse what exactly your relationship status is.

From Regime reports:

Mood: Peace
Relation: 59

I honestly do not remember the exact method of getting to this, there was a decision to answer our intensions, I must have said peace or friends or something similar.

Would be nice to have a search capability in Decision archive!

Ok, I agreed to regular relations from their demand.

I've decided I need a foreign affairs and a spy agency to increase my abilities toward other Regimes.

Driving tanks into their capital tends to do the trick. If you can't afford the happiness penalty something is seriously wrong with your empire and you need to fix that first.

That status is Peace, not Protectorate.

Check if there is any Minor Diplomacy card with a really poor odds.
I can usually get a 200+ Difficulty on the "Offer Protection" card. If you fail or critfail those, relationship will drop (as they think you are planning to conquer them).
Repeat it a few times and you should be so low that you can decalre without issues.

Sounds like a plan. Getting a minor to join appears to be impossible at first with these 300+ difficulty rolls.

I can 'afford' it in theory. But I also roll play being to my word. I suppose honesty could be thrown in there and be true to my word as well. Rolling in the tanks is the easy way out. I may end up doing this. But not a fan at the moment.

Ah yes, those are the easiest to peeve off.
Just the Supreme Command Council will get you enough "Offer Protection" cards. With such a roll, you can only crit fail.
And if you send 1/turn, you are sure to have them in the 1-digit relation score within most planetary years
