Anima Circle unrest reduction incorrectly limited

The cult report says 27% unrest reduction. The actual reduction is 1%.
In addition the Eternity Movement and the Church of Syndic replaced each other back and forth.
This is in a relatively newly conquered city.

Maybe it means "Current Unrest * 27%" Reduction?
5 Unrest would "only" give you 1.35 Reduction, wich rounds to a -1
Starting with 6 Unrest it might round up to 2.

Check. is a glitch in the log. doesn't impact game, but will be fixed next open beta.
