Why are my troops starving, when I have surplus food and logistic points?

I'd like to show a screenshot, but apparently that's not allowed...
But my troops are in a newly captured city, with a line of surplus logistic points leading back to my capital. But still they starve.

There may not be enough LIS or you may not have enough Food.
The sequence is Initial stock - sent to zones - sent to troops + received from Zone.

Logistics points.

You mention that you have a line of surplus logistics points leading back to your capital, but are you sure it's an unbroken line? Check the bottlenecks view - are there any blacked out sections along your line? If so, you may have logistics points elsewhere but that area is acting as a bottleneck and supplies past a certain point can't push past there. You'll need to somehow increase your logistical capacity in that area if so.

The 3 important questions are:
- do I have enough reseves stored at my Operational Base when I hit end turn*?
- do I have enough Logistics capacity between the Operation and Strategic Base?
- do I have enough Logistics points at the Strategic Base to bring it to the troops?

*Delviery to Units is step 2. Collection from zones comes after.

I could also be that the maximum logistics percentage the SHQ is allowed to use to send supplies is too low compared to the amount requested by the troops.
Which one could see in the Supply stats of the SHQ and fix in its Unit Admin's panel.

I had this exact question, too, a while ago. The answer was that no, I didn't have surplus food after all.
Mouse over your food stockpile. Do you for example have 300 on stock, but it also says that you earned 300 from zones this turn? In that case you didn't actually have enough food. You earn your food production AFTER the supply is sent out to units and cities.

If that's not the case, then you have a bottleneck between your units and your SHQ somewhere.

Another possibility is accumulated colonists/recruits. Since you can auto accumulate these, I sometimes forget how many are there. And since they are at your SHQ, they will eat first, denying food to your troops.

I never had that happen once. If it is your Capitol and houses the SHQ, it needs a pretty beefy Supply connection anyway.
The SHQ/Your Capitol is "the spider in the web".

It is probably because you know the game well enough at this point that you are able to anticipate your logistics needs and set up your infrastructure accordingly.

If one does not build up its logistics optimally - like I did - or sees their workers practice yoga en masse instead of maintaining trucks - like I did too - it can occasionally end up necessary to prioritize certain phases of the supply process.

But fair enough, provided the logistics are strong, the SHQ manages.

How do you see the supply stats of an SHQ?
Find the SHQ Unit on the map. Click on it's Logistic Detail View.

Which would be the last sub-tab button (to use the same term as the manual) under the Unit tab once the SHQ is selected. (See 3.9.2.) The one with an oil drum icon.
There are two sets of stats : which amount was sent vs which amount was requested, and how many logistics points the SHQ would have used vs how many it was actually allowed to use, in both cases for each phase of the logistics process.
