I got the Senator Extradition quest - including a mention of how they abolished the senate - from a Republic Major. Form guys with a "Commune Parlaiment". With Realpolitkers in Power.
I think event should not appear at all or at least if the major is a Democracy.

Working as intended ... its only meritocratic majors (with a senate!) that cannot generate this event.

Keep in mind the Senate in SE is not like the Senate in many democracies today. In SE it is a ruling body for the elite without a vote for the masses. Ex-senators will be frowned upon by democrats in SE.
