City disappears after being spotted

I'm playing with the FOW setting that allows you to see the map but nothing else (until spotted) during play.
In the neighboring minor regime, I advanced my troops pretty deep into its territory and spotted their city. A couple of turns later, I had to pull back my troops, and when I did, the city that I had spotted disappeared.
Is that WAD? Seems like once I spot a city (or another fixed object) it should stay spotted?

Lack of visibility is due to poor recon, FoW, & lack of territorial control.
Agreed, they could allow for stationary building/objects to 'stay visible' even in the FoW.
Personally, I am ok with the way it is.

Its working as designed.
You know the Landscape Types not the infrastructure.
And the map memory (in all fow modes) only saves the last landscape type and the last known owner.

I personally think once you spot a city it should stay on your map with the last known details at the time of discovery. Seems unrealistic that a commander would not have this information recorded on his battle maps ready to use for future combat operations. Is there not a way to leave a marker on the map indicating the city with the last known city information/stats At the time of last recon operation?

That's fine, until you spot a city or facility, but once you do I don't think it should disappear from the map...surely our commanders can be expected to note its existence and location!
