Administrative strain still seems bugged 1.03b9b

A city (capital) has a single asset more that 6 hexes away. It should have caused no admin strain, given how many buildings are in the city - yet there is -10% admin strain penalty.

Even after delegating away the only remote building that city has - the admin strain will does not disappear next turn.

I have noticed that admin strain takes multiple turns to decrease after delegating or creating a new zone around an asset.

That is correct.

However it should not stay at 10 points if all Assets are in the City.

Not on latest beta version anyway.

Thanks for the files.
It is actually working as intended. The drop in admin.strain is however very slow.
In case of your turn 67 in Celtris only -1 Adminstrain per round.
Next open beta i sped it up a bit.. you'll have -2 in the same case with next open beta

Since the admin strain is applied in steps of 10% - the slow decrease is invisible to the player and that's probably the bigger issue. You can plan around the slow change - but it's harder if the ui doesnt make you aware of that.
