Advisor stepping down removes the position

Not sure if it is intended or not, but when one of my advisor stepped down I was never given the decision to appoint someone else. When you relive an advisor you are given the decision to appoint someone else the next turn.

I noticed a similar bug:

Basically hitting "postpone" made me unable to fill the cabinet post, until the game decided to ask again.
Eventually it fixed itself. After a few turns I got promted again.
