"Hexes with recon" calculation seems way off 1.03b10

A policy speech offer me a goal of increasing hexes with recon from the current 3242 to 3342. It would seem closer to the truth if I ignored the leading 3 digit (242=>342).
This is round 5, and if I'm being generous and assume a 20x20 current area, this is no more than 400 hexes.
