When raising partial formation, distribute troops evenly across sub-units 1.03b10

Raising a partial MG infantry brigade with 1000 MG (full) and 1800 Infantry (partial).
The available infantry was allocated first to OHQ (seems reasonable) but then used to first fill one sub-unit, then the rest to another sub-unit.
I think for partial formation it would be much more reasonable to distribute personnel to sub-units evenly, so they are all equally effective.
