Japanese players , what's your R&D looking like by 6/42 ?

Hello Imperial Japan players , i recently started playing 6/42 scenario as Allies against AI but i have realized its a bit too easy.
So i have decided to make a harder version of it like Scenario 2 , i thought one of the best ways to make it harder is to increase Japan R&D to match a veteran IJ players R&D.
I would really appreciate if a few veterans can give me ideas to make this scenario harder [&o]
