"Church of Syndic request a donation" event three turns in a row 1.03b11

This event popped up three turns in a row (I denied the donation each time). Seems a bit excessive.
Seems like some unlucky rolls. Condition per Zone is: 1d[numberOfZone]<=1 and 1d100<8
