So is there anyway to peacefully annex a minor other than guaranteeing them and hoping that they get attacked? Cause I haven't encountered it if so and that is kinda irritating to me cause there definitely is historical precedent for client states to be absorbed into their overlord.

Yes, the Beta has the "Integration" and "Annexation" card. One will causea war if they reject.

As usual, cards need a new savegame to take effect.
