"Archaeology Effort" text mismatch 1.03b11

The stratagem text requirement specify it's "Normally executed by Economic Council Director".
In gameplay, it's executed by the Governor of the selected zone.

I think the same is true for Prospecting Push, all levels.
There seems ot be a discrepancy between "is generated by" and "is executed by".

Next version will have the following change:
Governors now only execute Zone Stratagems that were not generated by an Organisation (Fate, Faction)
