The game has gifted me a lovely walker (GR Gladius) and on this screenshot it's busy murdering some farmers.
By round 4 of combat, this single unit already has 40 hits (!).
While it does have 4 attacks per round, these are mostly coming from counter-attacks - the lower part of the screenshots is details of just the second round of combat. As it's alone, and sturdy enough for this case, it's being attacked by every single enemy sub-units, and counter-attacks in return.
That's a lot of free actions for one unit...

Isn't there supposed to be a limit to how often any one unit can be targeted already?
Or does that break if there are no other units left?

According to manual, it's not a limit but a penalty on the attack score - which in this case would be even more in favor of the single unit vs the mob.

I do think it is cool that an outnumbered unit basically gets to make a heroic stand and line up overwatch shots on all comers.
The problem is that with the Max Attacked modifier most of those extra units rushing in are just throwing their lives away. Maybe that sort of makes sense for the attacking side but defenders should definitely spread out and not rush into a meat grinder like that.

According to manual, it's not a limit but a penalty on the attack score - which in this case would be even more in favor of the single unit vs the mob.
The manual also says, "If the attacked Subunit is already more often attacked than its max attacked score counter
attack is not possible." So once this penalty applies, the targeted unit is not supposed to counterattack anymore.
