I assume the different perks for advancing a type like Mind or democracy or such are not cumulative but rather a set amount that goes up with mind there are 3 research bonus and 3 culture bonus going from 30 to 50 percent.

According to combat reports the Fist combat power bonuses are cumulative, so I've been assuming that the other bonuses are as well.

The game outside of combat bonuses generally uses "Bonus Points", rather then percentile bonuses.
So I am not even sure how this "+50% Reserach" is realized in the first place [&:]
