How to supply empire from capital

When you start to max out your city's log structures and can no longer build higher, what do you do? Is that the sign that you have to split HQs or is there another trick?

To unlock higher building levels, you'd have to increase the city's population until the point where the governor tells you you can spend Political Points to upgrade its level (see manual section 5.3.3.1.).
However, if your city is already level 7 - more than 550,000 population - you've already reached the maximum. Then it's high time to found new cities.

Creating a second SHQ is more of a fringe case, such as if your world has regions separated by mountains and the cost to build roads or rail through them ends up being prohibitive. In some games, provided your logistics infrastructures are solid enough, you wouldn't even need to create a second SHQ. The bigger the world and the rougher the terrain, the less true this rule of thumb is, to my knowledge.

A second SHQ could help but it is usually a lot easier to just expand your logistics network rails help alot. Lvl 7 is the limit you can also call the governor of a zone to upgrade it if available.

A second SHQ really needs to be mostly self sufficient to really be viable. It cuts down on distance for supplies to a zone and from a zone connected to that SHQ. It is like the center of a spider web it all leads to the SHQ

So just build rings of rail stations around my capital and in the mid points between cities? How often do you create new zones? Does that not add to the logistics problem?

If you want to move stuff over short distances, it is Truck station.
Mid-Long distances, it is Rail Stations.
If you need to add bandwidth but already hit the maximum building level, you can add another Railstation along the running tracks/road.
In general you need logistics capacity along specific lines or at specific bottlenecks. Putting it in the city simply has the advantage of serving as many directions as possible.
