One of my big town (III) has a QOL score of 52.
Health 31 198
Security 50 148
Education 17 50
Entertain 47 150

Max QOL should be 26.6 if the avarange+lowest/2 tooltip is correct.
And where is my 50% QOL bonus?

Could it be that the values are still changing? It takes a while for the subscores and the overall value to catch up.

Just with the points you showed us + Level 3, this is the scores you should end up with:
Health: 66
Security: 49
Education: 17
Entertain: 50
