While I do not know the precise formula, the effective Job prestige does seem all over the place. Asuming the values at 5.8.2.1 are current:

Unemployed:
According to the manual, it should be a flat 0.
The "Job Presige" for being in the reserve pool, actually seems to be 100-[Ambition].
That seems a bit high.

SHQ/Director:
According to the book, It should be 100 and the highest Tier of Prestige. But I got for Effective Prestige:
SHQ Ambition 47: 100
Secret Service Ambition 72: 78
Interior Ambition 86: 64
So, 150-[Ambition]
That seems a bit low, given that short my job there is nothing higher

So the overall Formula seems to be:
100+[JobPresitge/2]-Ambition = Effective Job Prestige

Good point. It might be a bit to much on Ambition indeed.

It was 100 + (Job Prestige/2) - Ambition

I am changing this to: 75 + (Job Prestige * 0.75) - Ambition
